Take a look at the states that pay doctors for the quality/results of health care and NOT paying for the unnecessary number of procedures that the doctor issues.
How about including Dental Hygiene Insurance under the heading of "needs tight control", to curb the excessive high premiums, high co-pay for patient, low lifetime maximum payout, age discrimination, and yearly very low max allowance for dental procedures. Their premiums are also very erratic from one location to the other.
Fix the broken tax laws. After all, even the IRS employees do NOT guarantee that the answers that they give you, are accurate. And the poor taxpayer is left holding the bag with possible jail time should he be given bogus information. How about a flat-rate income tax? Everybody pays the same percentage. No exceptions.
